The Uttarakhand State Congress Committe has become extremely focussed and active on the issue of women safety in the hill state, especially after the increasing incidents of assaults on women and increasing criminalisation of the state.

The recent diabolical murder after the shamefulb and obnoxious rape of a 14 year old girl hailing from the lowest strata of the society has in reality shaken the conscience of each and every person of the Himalayan state which once used to be peaceful but has now assumed the status of a real haven for the criminals from within and outside the state.

Sounds shocking, horrible and anguishing indeed. Meanwhile, a delegation of the Uttarakhand Pradesh Congress Committee under the leadership of its president and former minister in the previous Congress governments Pritam Singh today met he governor Dr. K. K. Paul and presented him a memorandum expressing grave concern over the increasing incidents of assaults on the minors, incests and women of the state and the subsequent faiure of the state BJP government to stringently counter this increasing menace.

The two page memorandum signed by Pritam Singh, state Congess president and eleven other Congressmen has accused the BJP government of having completely failed on the law and order and giving the state a fearless environment as promised by them in their election menifesto. Highlighting the most diabolical and horrible incident of Uttarkashi and the assault of the girls of Blind school in Dehradun etc the memorandum states that the state government of BJP has completely failed on the women security front making them more vulnerable and prone to future assaults and victimisation at the hands of the human beasts active in Uttarakhand having no terror of the law and order machinery led by a vision less government.

The memorandm demands Rs ten lakhs as compensation for the family of the deceased of Uttarkashi incident and stringent action against the culprits of Uttarkashi and Rashtria badhit drishti sansthan at the earliest. The delegation has requested the governor of Uttarakhand to intervene in both the matters personally and accord justice to the sufferers.





The Congress President Rahul Gandhi is quite swift and energetic from the point of view of deriving political advantage out of every minute issue provided it’s helpful for the party’s favourable and BJP and prime minister Narendra Modi’s anti stance.

And why not say a senior Congressman not wanting his name to be mentioned. As a result today the Congress president Rahul Gandhi was instrumental in bringing the SC, ST leader and former Chairman of the Backward Commission P.L.Punia in front of the media as a prima facie proof who catagorically said in Rahul Gandhi and Ashok Gehlot’s presence that on March 1st he clearly saw Finance Minister Arun Jaitley and former MP and banking fugitive Vijay Mallaya first talking at the corner of the Central Hall and there after deliberating while sitting comfortably for quite a good time.

And just a day or two after he fled the country. Congress leader and MP Punia said that both were talking quite comfortably and can be checked through the entry in the parliament registers or the CCTV footage of the day1st of March. Accusing the finance minister of openly and outrightly helping the fugitive Malaya flee the country Punia said that in every ews briefing, interview or parliamentary debates HE had mentioned about this meeting between the FM and Vijay Mallaya but nobody gave any heed to my versions.

Punia accused the FM’s and the BJP government’s complicity in the entire episode and said that he wll quit politics if proved wrong.

The Uttarakhand government has suspended two civil servants, Dr. Pankaj Kumar Pandey and Chandresh Yadav, both IAS with immediate effect after the Uttarakhand governor signed the state government’s recommendation for their suspension.

Both the officers were allegedly found involved in the corrupt practices in the NH 74 scam in which they have been accused of granting undue favours to certain interested parties by arbitrarily entering / converting the government land in govt records into private land and benefitting the illegal encroachers to the tune of crores of rupees.

The investigation of the special task force had allegedly found both these Indian Administrative Service Officers guilty of their direct complicity in this illegal and fishy activities amounting to open corruption thus benefitting the illegal encroachers rather than initiating punitive legal actions against them.

According to the official order of the suspension of Dr. Pankaj Kumar Pandey, IAS issued by the Deputy Chief Secterary of government of Uttarakhand Radha Raturi vide letter number 860/ xxx -1-18-19 ( investigation)/ 2018, 11 th September has stated that it has been revealed that in the process of Land acquisition for the National Highway 74′ s arbitration process Dr. Pandey has openly violated the provisions of the National Highways Arbitration Act 1980 n 1956 National Highways Act, including the central and state government’s financial rules, regulations and orders thus committing a serious open fraud and corruption by illegally helping the unlawful encroachers as well as coverting the govt land into the private land and sanctioning crores of rupees as illegal financial compensations.

The action has been initiated against both these IAS officers after their full complicity in the fishy and corrupt act and being duly proved and substantiated by the special task force investigating the scam.

It may be recalled that soon after being sworn in as the Chief minister of Uttarakhand Trivendra Singh Rawat has immediately recommended the multi crore NH 74 scam for the CBI investigation to the central government but was turned down by the National Highways and Transport minister Nitin Gadkari citing the reason that it may amount to the unnecessary harrasment of the NHAI officers and hampering of the ongoing work. However, the investigation was thereafter handed over to the special task force.

It may be recalled that Dr. Pankaj Kumar Pandey is the 2000 batch IAS officer who had been the district magistrate of Chamoli, Almora, Champavat, Uttarkashi and Uddham Singh Nagar. He had been the recipient of the Presidential honour for an outstanding job of census. He was looking over the charge of Udham Singh Nagar in Uttarakhand from December 2013 to November 2015 the duration of the NH 74 Scam.

Another suspended IAS officer Chandresh Yadav is of 2006 batch having served as the district majistrates in Dehradun, Pauri, Rudraprayag and Udham Singh Nagar. He also served as the MD of Kumaon Mandal Vikas Nigam.

It’s really shocking to note that large scale incidents of the torture, physical and sexual assaults of children, especially the minor girls are coming to the fore one by one in various states of the country giving one and all an impression that corruption and negligence by the authorities concerned is having an upper say than their regulatory actions which should have rather been the subject matter of extreme priority.

The conditions of shelter homes, orphanages and social welfare housing facilities run by the state governments under the social welfare ministries in various states of the country seem to be in doldrums and quandary despite the hard fact that the governments pump a hefty budget for different welfare schemes like giving adequate shelter, medical support, education, clothings, stay and food stuffs for the hapless and parentless children and adults especially the girls who are rescued by the government agencies from the clutches of the traffickers, from brothels or those found missing in pity conditions.

The private shelter homes run by hundreds of NGOs’ all over the country and the government aided shelter homes and orphanages housing these hapless children and girls are usually in very bad, ugly and obnoxious conditions and state of affairs with majority of the funds being allegedly siphoned off meant for their over all welfare subsequently putting them is extremely pitiable and awful conditions.

The horrible incidents of human trafficking particularly of the girls below eighteen, their incessant torture, sexual and physical assault has allegedly become the order of the day. The sanitary condition of majority of these shelter homes are aweful and not prone for healthy living and cases of sexual assault are a common feature.

The reason behind these irregularities is primarily the financial profit orientation in every material required for the welfare and well being of the children stationed here.

There have allegedly been number of incidents of inmates dieing out of starvation, mal nutrition and mal nourishment in several shelter homes of the country in addition to the shameful incidents of sexual assaults and repeated rapes.

The recent mishappenings of horrible and shocking rapes of minor girls in Bihar, Utter Pradesh and now in Kathual Jammu and Kashmir has literally shaken everybody’s inner conscience and confidence of one and all in the country and compelled us to hang our heads in shame.

Just a day before yesterday i.e. on 8th of September about 19 children had been rescued from an orphanage started about four years ago where a pastor have been arrested for allegedly sexually assaulting, raping and physically torturing about eight minor girls sending shock waves all over the country. A few months ago an eight year old girl was shamefully gang raped and subsequently diabollically murdered by a group of accused in Kathua.

There was a national outrage that compelled the lawmakers to finally device a law in parliament granting death penalty for the rape of the girls below twelve years of age.

It may be recalled that the Protection of the Child Rights Commisions and State Women Commisions are the main statutory bodies working in all the states of the country on whom lies the basic responsibilities to regulate and oversee the functions of these shelter homes, orphanages and housing outlets being financially aided by the union and state governments but they seldom conduct raids or periodic inspections to ensure the safety, security and adequate well being of these hapless children especially the girls who are the most vulnerable lot.

It’s the right and high¬† time now that these statutory bodies do their respective duties in the most sensitive and vigilant ways in order to control the dreaded menace of the illegal child trafficking and their physical, mental and sexual assault going on unabatedly since long.What’s your take friends?

The killing spree of maneater leopards are on the rise in various parts of Uttarakhand and the news comes to one and all with faster pace as social media has become extremely active and reached into the houses leaving no scope of any news being concealed as used to be done earlier when there was no such avenue of digital reach. Extremely shocking and anguishing news have poured in about yet another brutal predator attack on a minor girl of merely four year literally killing her on the spot in Bageshwar district of Kumaon, Uttarakhand thus sending shock waves across and creating an environment of extreme terror sensitising the goose bumps of the local inhabitants.

This sad news while on the one hand is a huge slap on the face of the forest department and the wild life of Uttarakhand it also questions the credibility of the ruling saffron political dispensation under whose rule the innocents are being brutally killed by predators but there’s literally no corrective measures have been expedited by the authorities concerned. Uttarakhand has presently been the victim of increasing fatal accidents, natural disasters like deluges n landslides, predator killings and deaths through excessive sub standard liquor consumptions. In a past decade hundreds of innocent children, old aged and women had become the victim of these maneater leopards who’ve now become so prone to human killings that there is a death on every fourth day by this dreaded human beasts.

Though we are not against the conservation of this fastly misding breed of leopards, tigers and panthers the government should arm its wild life and forest department with adequate equipments and traquiliser guns etc alongwith the adequately trained hunters who should spot the black spots of maneaters’ existence and try to vatch them after tranquilising the predators and if necessary to get rid of them after seeking necessary permission from the honourable courts. In return the villagers living on roadsides or near the jungles should also exercise adequate precaution to avoid their movements in odd hours in the isolated jungle vicinity and ensure the safety and security of their children.

Meanwhile in the recently exercised survey by the Uttarakhand wild life through recognising the foot prints of the movements of tigers in Uttarakhand forest the authorities have confirmed about the existence of more than 400 tigers in Uttarakhand jungles which was 361 in the year 2017. When the entire India is celebrating the birthday of Lord Krishna worshipping and seeking his blessings a family of eight and six other ill fated passengers in Garhwal Uttarakhand met their sad end in an accident while coming back from Gangotri for the Janmaashtmi celebrations.

As per the news reports pouring in from various sources about fourteen persons have met their extremely tragic end on the Gangotri Highway of Uttarakhand today when a tempo traveller they were travelling in fell into a several metres down gorge near a village in Garhwal known as Kujjan Gaon.

It’s a God’s curse or bad omen say people here that during the last six months Uttarakhand had been confronted with several accidents, natural disasters like deluge, massive landslides, cloud bursts’ tragedies and killings by man eaters etc claiming hundreds of lives. Just in last month in the mid of July an over loaded bus carrying 62 passengers killed 48 of them in the Garhwal region’s Dhumakot area followed by several other fatal accidents.

As per the latest reports the road on which the tempo traveller was plying was covered with the silt and muck of the landslide and the driver could’nt control the vehicle which skidded and finally fell into the gorge taking several dangerous acrobatics, finally killing 14 persons on the spot.

Two of the minor girls were lucky enough to have been alive despite severely injured who’d been referred to the Dehradun hospital by the Uttarkashi hospital authorities but could not be air lifted due to the inclement weather.

According to the eye witnesses’ account the passengers hailed from the Akoli village and were returning from Gangotri for Janmashtmi celebrations. There had also been complaints that the ambulances reached the accident site quite late as is the usual case in Uttarakhand.

The government should consider this case as an extremely passionate one and adequately compensate the bereaved families financially as well as by way of providing a government job to the next of the kin.

What is most tragic about this tragedy is the fact that about eight members of the single family have been wiped out in this horrendous accident.

The law and order situation has gone to dogs in Uttar Pradesh. There is a complete jungle raj with incidents of rapes, murders, child trafficking, women assaults, kidnapping for ransom on the record increase despite the incessant criminal hunting project of the saffron clad chief minister claiming tremendous success.

A state where the law maker is found involved in the rape and subsequent murder of the victim’s father through harrasment in the police station componded with hundreds of encounters of hardened criminals is today the land of women crimes where police instead of coming to the rescue of the innocent girls is rather allegedly helping, aiding and abetting the hardened criminals.

Women’s are today completely unsafe and the criminals and history sheeters’ having the fullest say. The situation about womens’ vulnerability and their being the target of criminals and rapists have assumed such an anguishing and horrible turn that they are now compelled to commit suicide by self immolating themselves in order to highlight their plight after such a horrifying death.

According to the latest incident of a horrible nature, under the jurisdiction of police station Paraaur in UP, a rape victim has committed suicide by self immolating herself, as the local police despite her repeated complaints to arrest the culprits did’nt pay any heed to her repeated agony n complaints thus allowing the criminal rapists go scot free. Her innocent fragile son also got badly burnt while trying to save her mother.

The victim succumbed to her injuries on Thursday night. The woman was suffering from Tuberculosis and was the victim of the quack treating her alongwith two others. According to the details of the case the quack named Vinay was called on 18th August to her house at 9 PM by the victim for injecting the TB injections and medicines.

The quack raped the woman forcibly and the matter was reported to the local police the other day when her husband came back home from Delhi where he was on the job. It has been reported that the police took no action against the quack and instead she started getting threatenings from the accused. Two other bad elements of the village used to assault her constantly.

Feeling highly demoralised and desperate the victim committed suicide by sprinkling kerosene on her and lightening the match stick. Her son also got burnt while trying to save her. As per the news reports and S Chennappa, SP, the CO of Jallallaabad Shiv Prasad Dubey has taken the statement of the victim’s husband and the case has been registered against the quack Vinay as well as the erring police officials so that the culprits of this brutal case are brought to justice at the earliest.

Several social organisations of Uttarakhand in Delhi today protested in front of parliament against the most heinous and brutal rape and murder of a 14 year old girl in Uttarkashi on 17th August in Uttarkashi, Garhwal and presented a memorandum to the prime minister’s South Block office and the Uttarakhand CM Trivendra Singh Rawat, demanding the death sentence to the culprits through the fast track court proceedings and identifying the outsiders with suspicious and criminal backgrounds including the Bangladeshi and Rohingya immigrants and evicting them out of the state including fixing of 1960 as the base or cut of year for considering the primary residentship of the citizens of the state.

The memorandum also accused the present and previous governments of Uttarakhand state for not being vigilant and conscious to apply checks on the illegal infiltrators, immigrants and anti social elements entering the state and commiting obnoxious rapes, murders, burglaries, assault on women, children and incests and considering the state as the haven for their illegal and criminal activities.

People of Uttarakhandi origins and representatives of various social organisations including NGO’s started gathering at the parliament street at around 11 AM from where the demonstraters marched towards the parliament street raising anti government slogans demanding death for the rapists.

A good number of women volunteers participated in the protest demonstration under the banner of AKROSH RALLY. It may be recalled that there is great amount of resentment and disenchantment against the BJP led government of Uttarakhand for the most diabolical murder and obnoxious rape of a 14 year old minor in Uttarkashi and Delhi, Chandigarh, Dehradun, Uttarkashi, Rudraprayag, Almora and Haldwani witnessed massive demonstrations and candle marches during the last one and a half week but its really disheartening to note that except the CM, Uttarakhand Trivendra Singh Rawat not a single senior BJP minister, MP or MLA and leader in the state and Delhi has uttered a single word to condemn this barbaric incident. Sounds shocking.

The protestors, majority of them being women were wearing black badges and strips on their arms expressing their indignation and protest against the Uttarakhand government under whose jurisdiction number of cases of women assaults and communal frenzy have taken place during the last one and a half years in Satpuli, Uttarkashi, Rudraprayag, Jehrikhal and Kotdwar etc.

The Uttarakhand Journalists Forum has expressed its complete solidarity with the above cause and urged the government of the state to try the culprits under fast track courts to bring them to justice at the earliest and grant a compensation of at least Rs ten lakh to the traumatic and bereaved family of the deceased as demanded by the UK Congress in a memorandum presented to the state governor Dr. K. K. Paul few days ago.

Just on 17th August the entire state has witnessed the most brutal, horrendous, heinous, barbaric, diabolical and abominable murder of a 14 year poor and innocent girl in Uttarkashi after a gang rape and today we are getting news of a murder of a newly wedded woman of Dharchula, Pithragarh who”s body was thrown in the Baluvakot river.

The woman was the resident of Dharchula Bazaar, Uttarakhand and had come just three months ago after having been married in Nepal. Dharchula in in Indo Nepal border in Kumaon division of Uttarakhand.

The law and order situation in Uttarakhand is really disturbing, not prone to women’s security thus compelling the people to agitate on the streets and the capital of the state.

During the last week there had been several candle light processions and protest marches in Haldwani, Dehradun, Rishikesh, Chandigarh, Delhi, Rudraprayag and Uttarkashi against the state government for its failures on law and order front and being completely incapable to secure and safeguard the women, minors and incests in the state, with particular reference to the Uttarkashi rape and killings.

The Congress president Pritam Singh also led a delegation to the governor of Uttarakhand Dr. K. K. Paul today alongwith and requested him to intervene personally compounded with a demand for releasing Rs ten lakhs for the family of the rape and murder victim of Uttarkashi.

The tragic and shocking incident of the most obnoxious, horrible and shameful gangrape cum abominable murder of a mere twelve year old innocent dalit girl in Uttarkashi has gained great momentum in entire Uttarakhand with candle marches, protest demonstrations and burning of the chief minister’s effiges taking place at various locations of Garhwal, Uttarakhand and outside the state.

The people of the state are badly annoyed, angered and furious over this most heinous crime never ever happened in Uttarakhand earlier. The main political party in opposition, the Congress has also come out in the open to criticize and oppose the government on this shocking issue and have organised protest demonstrations at Dehradun and Uttarkashi giving a week’s ultimatum to the BJP’s state government n the chief minister to nab the culprits/ if nabbed then bring them to justice giving no less than capital punishment, through the fast track court, failing which the party will organise a state level protest.

In the meanwhile all the political parties, social organisations and the people in general have given the call for the, “Uttarakhand Bandh”, on 22nd June. So far several protest demonstrations including burning of CM’s effigies by different social organisations have been held in Chandigarh, Uttarkashi, Rudraprayag, Dehradun and several other areas of the state.

It is believed that the criminals involved in this gruesome act perhaps four in numbers have left the state/ some say have been caught and are beyond the reach of the investigation agencies and the police.

The entire state machinery has been geared up to trace the culprits and bring them to justice reveal sources.This is the seventh incident of women assault in Uttarkashi, this being the worst happening with serious implications.

It reminds us of the Kathua rape in which a minor girl was gangraped raped and brutally killed raising national outrage, the issue having been raised in both the houses of parliament as well.

Similarly, the most shameful gangrape that occured on December 2012 in Vasant Vihar, New Delhi in a moving bus and the heinous rape cum killing of the Nirbhaya of Nazafgarh hailing from Uttarakhand have raised the nationwide outrage and subsequent capital punishment to the human beasts involved in both these doabolical rape cum killings.

It finally resulted in the change of governments’ creating cumulative public disenchantment. If we look at the barbaric killing of the Uttarkashi girl , the ongoing protests and the increasing anger of the cross sections of the people in and outside the state , one should not hesitate to say that if such incidents of barbaric nature are allowed to continue and the state government proves futile to maintain the law n order and safeguard the womens’ lives it will be the waterloo for the incumbent government at the hustings.

What’s more worrisome is the fact hat now, in order to divert the peoples’ attention from the real issue some interested political leaders, communal outfits and reactionery forces are trying to give the entire episode a communal colour which is not in the harmonial health of the state. The fact of the matter is criminals do not have any religion, caste or ideological affinity.

They represent evil forces and destructive bent of mind. The government should look it from the law and order angle minutely and extremely seriously and ensure the complete security, safety and protection of the women community of the state especially the minors and incests instead of allowing the episode to be laced with communal colour of Hindu Muslim devide.

However some of the news reports suggest that the culprits of this shameful incident have been caught who happened to be a local and a pony owner. It is requested to one and all to kindly not get swayed away or influenced by the communal provocation by some disgruntled elements in the social media and exercise due restraint.

The most disgusting, horrendous, shameful, shocking, anguishing and gruesome act of an obnoxious rape of a 13 year old innocent girl and her subsequent diabolical murder by four human beasts in Uttarakhand’s Uttarkashi has literally shaken the inner conscience of the people of Uttarakhand and the nation thus reminding us of the most diabolical killing after the gangrape of a girl in Kathua, J&K last year that also shook the nation’s conscience across spectrum.

Sources reveal that this is the worst of the six other cases happened in Uttarkashi in the past. While Uttarkashi’s happening has instilled a sense of complete insecurity in the minds and hearts of the women community of the Himalayan state the people at large are allegedly (internally) gearing up for a mass action against the outsiders in the state as the interested political parties instead of taking the moral responsibility for their failures are trying to give the issue a political colour in order to convert in into the majority verses minority or insiders verses outsider issue so that maximum political advantage could be derived out of this sorry development.

This is most unfortunate and uncalled for. The maintenance of the law and order and ensuring the safety and security of the subjects of the state, especially of the vulnerable sections of the sciety like the women and girls including the incests is the basic n primary fundamental constitutional responsibilty of the incumbent government and those at the helm of power can’t escape themselves of these pivotal responsibilities.

Instead of accepting the moral responsibility for being fully incapable of safeguarding the life of innocent adoloscent girl and not speaking a single word of assurance in the public, the head of the ruling political dispensation cannot go unnoticed for this severe lapse that has shaken the confidence of the people at large, especially the woman community of the state.

Just a few months back an incident of an outsider having assaulted a minor girl in a hotel in Rudraprayag had led to a near communal flare up and sorry incidents of the simlar nature were witnessed in the past at Satpuli, Jehrikhal, Kotdwar and several other areas in the Uttarakhand hills as well, which has vitiated the communal atmosphere of this otherwise peaceful town.

Now, some disgruntled elements or people with communal feelings and pre judices are unfortunately trying to give these incidents a communal colour through social media andrumour mongerng campaign with an intent to further vitiate the peaceful atmosphere of the state.
This is ridiculous and uncalled for.

We should in all earnestness not fall prey to the communal designs of such vested.amd squeezed political ideologies who instead of pressurising the incumbent govt to improve the law and order situation of the state and safeguarding our innocent girls, women and inhabitants from criminals try to escape from their basic responsibilities and give it a different perspective of communal aspect/ colour, which is not correct andcompletely unconstitutional in a diverse cultural and linguistic society of ours.

One should not forget that Crimnals have no caste, community or moral basis. They are completely immoral, bias, anti social with criminal bent of mind who simply believe in creating disturbances, commit burglaries, rapes, murders, loot , assaults on women, snatchngs and decoities.

The government of the day should view it from the purely law and order angle and ensure that the state of Uttarakhand is bereft of them and its law enforment agencies and the administrative machinery keeps a constant vigilant tab a on them and their suspicious activities.

The government of Uttarakhand should immediately issue fresh directives for the over all verification of all the outsiders who’ve entered in Uttarakhand during the ladt eighteen years in a gradual manner through biometric means and identify them thread bare at the decentralized level at interior blocks, districts, towns and also check their complete antecedents.

The fact of the matter is Uttarakhand has become a safe haven for hard core as well as petty criminals who after committing crimes outside the state and thereafter enter this God fearing Himalayan state and further commit crimes here making our lives hell.

The spate in crimes in the interiors of Uttarakhand during the last few years have compelled everyone to come to the sole conclusion that while the actual inhabitants are leaving Uttarakhand other communities and people with suspicious back grounds are coming to Uttarakhand in large numbers under the guise of construction workers, domestic helps, petty shopkeepers and businessmen and as activists.

Its not that all are bad, wrong , criminals or with suspiciius antecedents but among them several anti social n criminal elements with dubious backgrounds do infilterate here becoming a huge problem for this eaceful state in the coming years.

Yesterday hundreds of peple in Dehradun and Chandigarh organised candle marches registering their angry protest against this shameful act.
