New Delhi has a lot to be concerned about its pivotal position in the region. For a country that has always been the regional stabiliser, we seem to be quickly embracing the way of geopolitical revisionism.

It has been one year since surgical strikes were carried out in Pakistan-occupied Kashmir on September 29, 2016. Showing no chances for a bilateral agreement, India and Pakistan have limited to firing across the borders in Jammu and Kashmir and slandering each other in global forums.

Pakistan neither acknowledged the strikes nor responded in kind did show that the general deterrence between the two nuclear powers remains intact. But from a point of view of regional stability, the surgical strikes do not seem to have been as effective as was imagined one year ago.

There are two challenges that we face now:

  • India-Pakistan escalation has become far more precarious than it has ever been in the past. Pakistan has been retaliating against us ever since the surgical strikes; by increasing the pressure on the frontlines.
  • Such preventive strikes, in other words, are unpredictable. They are fused with immense potential to lead up to a competition in ‘risk-taking’.

Such strategy of punishment against terror outfits may not have worked because:

  • Consistency and commitment are necessary for a strategy of punishment. The momentum gained by the surgical strikes was not followed up (despite several provocations.
  • Pakistan’s retaliation thereafter in the shape of supporting insurgency in Kashmir, in aiding infiltration across the border, and its support in the attacks on the Indian army continued without much reaction from India. These things lead to loss of credibility on India’s part.

Media reports show that 110 militants & 38 army personnel were killed between January and September in 2016 (i.e. before the surgical strikes). However, since the surgical strikes, around 178 militants and 69 Army personnel have been killed. Thus its strategic value is still to be calculated.

With two hostile neighbours Pakistan and China on either side, terror attacks against India on the rise, and the South Asian neighbourhood unsure of India’s leadership any more, New Delhi has a lot to be concerned about its pivotal position in the region. The costs of aggression, the self-imposed regional exclusion and taking leave strategic altruism are bound to take their toll sooner later.

India and Pakistan  are continuously engaged in exchanging heavy mortar firing  and the situation along the Line of Control has been volatile ever since India conducted surgical strikes on terror camps in Pakistan occupied Kashmir  and it has escalated with the second incident of beheading and mutilating the body of an Indian soldier by Pakistani terrorists.
Three soldiers from 57 Rashtriya Rifles were in the lead of a counter-infiltration patrol when it was ambushed by terrorists and the body of 25-year old Rifleman Prabhu Singh  from Rajasthan was found mutilated in the Machil sector of Kupwara district in north Kashmir.

ISIS have shown their considerable presence in Afghanistan through attacks, in Pakistan and there were many incidents where ISIS flags were waved in Kashmir. 

Pakistan is not in favour of initiating a war with India and its Army is therefore not officially responding to the surgical strikes but it continues to provide cover fire to the terrorists for infiltration in Jammu and Kashmir to harass Indian forces and as a face saving measure .

Indian government should carefully observe and analyse  if such happenings in Afghanistan, Pakistan and in Jammu and Kashmir are isolated or appear to be linked or in the alternative an active axis has been formed by the ISIS in these countries which can be very harmful for this region. 

Chief of Army Staff happens to be in China for discussing terrorist activities emanating from Pakistan in various forms. 

Manohar taking to tweet on the beheading of Army Jawan has not gone down well with media as the sentiments are that these things need to be addressed officially and not through social networking sites which are actually meant for marketing purposes. 

While trying to appreciate Defence Minister, Modi termed Parrikar to the likes of Ratan in the court of Mughal emperor Akbar.  However need to realize that the basic responsibility of defence minister and the Army chief is to ensure minimum casualty of the armed forces where they have been found miserably lacking. 

This escalation and the surge in ceasefire violations that crossed 450 along the LOC and IB after the surgical strikes has diminished chances of reviving talks with Pakistan’s Sartaj Aziz who is set to land in Amritsar for Heart of Asia Conference on Afghanistan.

Pakistan has started worrying about the fact that India is paying any heed to them so they are pressurizing United States to help bring India to the negotiating table this news has been confirmed by unnamed Pakistani official sources to the newspaper called “The Source”

US has always been suspicious about Pakistan’s anti-terror role and despite of this fact Pakistan is approaching them to let India talk to them as they do not want to fight with India and region to be pushed to war.

And not just this the Pakistani official has told the newspaper that US has appreciated their efforts to have talks with India despite of the fact that they are suspicious about the anti-terror role of Pakistan and India also has a right to doubt them.

This time Pakistan has approached US in a complaining manner that they want peace but is not ready to talk despite of multiple offers from Pakistan.

Another Pakistani official told that US has asked them to improve their anti-terror image as it tries to bring India to the dialogue table.

It was also told to the Newspaper that the recent efforts of US to bring two nations for dialogue usually communicated through daily US State Department briefings were actually a result of Pakistan pressing Washington about persuading India for talks.

The Pakistani foreign ministry resource said “Like us they believe a talk is the best way out but they still keep on asking us to do more. We have been telling them all these weeks that we had nothing to do with Uri attack or any such incident.”

US has again given a stern warning to them but they are still trying to convince US that they were not involved in the Ui attack and working very hard to push Islamabad to go after terrorist groups that seek safe heaven on its soil and territory.
