A massive movement is brewing up in Uttarakhand on the pivotal issue of capital Gairsain. The passionate issue of Gairsain to be declared as the capital of Uttarakhand is very much in the news these days with people in and outside this 17 year old state protesting on roads and holding seminars demanding fulfilment of this long pending emotional demand.

Baba Mohan Singh Uttarakhandi, a renowned movement activist gave up his precious life by undertaking indefinite hunger strike at Gairsain in support of this unanimous demand. Uttarakhand movement activists, intellectuals and socio political activists from all over the country held a brain storming session in Dehradun two days ago and demanded declaration of Gairsain as the permanent capital of Uttarakhand whereas some people in Gairsain sat on indefinite hunger strike to compel the present BJP government acede to their long pending demand. Demonstrations are also being held in various parts of the state to impress upon the current political dispensation do the needful at the earliest.

It may be recalled that Gairsain is situated in Chamoli district and is equi distant from Kumaon as well as Garhwal geographically. The demand was first raised by the Indian freedom fighter and revolutionery late Chandra Singh Garhwali who belonged to Dudatoli, Gairsain and was later on included in the menifesto of the regional socio political outfit UTTARAKHAND KRANTI DAL and other progressive organisations then fighting for separate Uttarakhand state. During the first election of Uttarakhand state at the time of the state’s formation both the Congress and the BJP included this pivotal issue in their respective menifestoes but after coming to power in state both these parties literally forgot to fulfill this long pending popular demand.

However, after the constant pressure and protests of the Uttarakhand andolankaries in and outside the state and mobilisation in the print and electronic media the Congress government was compelled to declare it a partial summer capital of Uttarakhand during the chief ministership of Vijay Bahuguna during the previous regime later on followed by Harish Rawat. A central fund of Rs. 500 or more crores was sanctioned for construction of a huge i.e. a palatial VIDHAN SABHA which was ultimately constructed after lots of hiccups and reluctance. Since then few sessions of Vidhan Sabha satr were organised here to divert the peoples’ attention and make them happy temperorily.

But what make the situation worse is the fact that the present government has outrightly issued statements denying to make it a permanent capital annoying the people, intellectuals and socio political activists of Uttarakhand. BJP says that this demand was not in its agenda and is of wavering mind on this emotional issue with its leaders issuing self contradictory statements from time to time to the discomfiture of the state’s electorates.

Since the current political dispensation headed by Trivendra Singh Rawat is in absolute majority, rather more than that, it dosen’t have any vulnerability in terms of governments destabilisation and as such they are over confident of continuing their rule for complete five years while the Congress party being in the opposition is taking the full advantage of publicly accusing the BJP government as anti Gairsain thus winning the support, confidence and sympathy of the anti BJP socio political forces and the general masses. Time is not far when the state of Uttarakhand may witness a massive statewise movement on the issue of Gairsain in the near future.

Strange, shocking and ridiculous things are happening in Uttarakhand these days.

I have recieved a press clipping of a news published in Rashtriya Sahara,Uttarakhand edition with a Pauri date line,in my FBmessenger box send by one of my wellwishers’, regarding the identification of the authentic Uttarakhand movement activists who had contributed dedicatedly and relentlessly during the separate UK movement by way of their participation in the long phase of struggle, thus being an important person enabling his or her pivotal role in getting separate statehood.

The govt of UK had been doing this at the decentralized level to identify such genuine people who were arrested, or the important part of the movement so that they can be issued an official identity card declaring them as UTTARAKHAND ANDOLANKARI, who could further be officially liable for certain benefits or privileges.

In one of the instances as per the news clipping, one of the official member of Uttarakhand ANDOLAKARI PARISHAD namely Mrs Beera Bhandari of Pauri has officially identified and recommended her own son who wasn’ t even born during the movement phase 1994. Not only this but those who were addmitted in Pauri hospital during the movement days undergoing treatment for simple ailments like fewel and loose motions were also recomended for the official andolankari status showing them to have been injred fr injuries while participating in the demonstrations pertaining to the separate hill state. Sounds shocking.

There are few other examples of such manipulations putting the government in the dark and misusing the official position. On can easily come to the conclusion that if this is the doubtful status n modus operandie of this Uttarakhand movement identification exercise in one district what is the guarantee that things would be moving in right direction elsewhere.

Actually after the formation of separate Uttarakhand state in 2000, the new government had established a full fledged UTTARAKHAND RAJYA AANDOLANKARI PARISHAD, having the full fledged vice chairman of state cabinet rank. Its primary job was to identify AANDOLANKARIES from all over the state under certain criterias so that they are officially declared the Uttarakhand movement activists and sanctioned a pension or a job depending upon their eligibility.

But the way things are moving the real and genuine andolankaries have expressed there reservation and apprehensions over the selection process accusing the powers that be of alleged nepotism and favoritism.

Today is the 22nd martyrdom anniversary of Uttarakhand movement activists of Khatima in Kumaon division Uttarakhand who’d laid down their precious lives while struggling for the separate hill state on 1st September 1994. These separate Uttarakhand movement activists were martyred in Khatima when the then police under the chief ministership of Mulayam Singh Yadav,( then it was an undivided Uttarakhand in UP) fired on them without any provocation. These martyrs were leading the demonstration to demand the separate statehood. Those martyred in Khatima about twenty-four years ago while relentlessly fighting for the separate Uttarakhand cause were Bichuva resident Bhagwan Singh, Jhankat resident Pratap Singh, Salim hailing from Islam Nagar, Dharmanand Bhatt from Umrukala, a resident of Ratanpur Gop Chandra, Rajiv Nagar resident Paramjeet Singh and Rampal Singh of Nawab Ganj.
Similarly, on 2nd October 1994, several men n women activists while coming to Delhi to participate in the historic Uttarakhand rally of Red Fort were mercilessly killed n several women sexually assaulted and raped at Rampir Triraha, Muzaffarnagar to the utter dismay n shock of one and all. Similarly in Mussouri too our six Andolan Karie’s were martyred in unprovoked police firing during the nineties namely Ansa Dhanai, Balbeer Singh, Madan Singh Mamgain, Dhanpat Singh, Belmati Chauhan and Rai Singh Bangari. ,Today Uttarakhand has travelled a journey of seventeen long years after achieving separate statehood due to the sacrifices of innocent Uttarakhandies in Khatima n Mujaffarnagar Rampur trisection in 1994 but unfortunately, despite the change of  8 chief ministers of Congress n BJP the perpetrators of violence n murder suspects have not been tried under law nor arrested n neither penalised.
Those who sacrificed their innocent lives in their relentless struggle of separate Uttarakhand state have not been compensated by way of jobs or adequate financial considerations nor have the majority of the Andolan Karie’s identified to date. This is shocking n ridiculous and speaks of the complacency of the authorities concerned. The leaders of the Uttarakhand Kranti Dal, a regional political outfit active in separate Uttrakhand movement n leaders of various political parties and socio cultural organisation paid their heartfelt tributes to the martyrs in Khatima n Dehradun today by garlanding their portraits n pledging to imitate their ideas n principles.
Uttarakhand Journalists Forum expresses its sincere heartfelt tributes to all the martyrs on their 22nd martyrdom and urges upon the chief minister Trivendra Singh Rawat to compensate the families of these martyrs adequately and start the process of identification of the movement leaders and volunteers in order to bring them under the government’s prescribed policy of necessary compensation of pension and jobs  etc.
