The prime minister Narendra Modi termed the victory of Gujarat and Himachal Pradesh elections as an outstanding triumph and said that it’s a historic mandate on his policies and programmes of reformation and development. Congratulating the electorates of Gujarat and Himachal Pradesh, national party president Amit Shah, the party leaders and rank and file, highly spirited Modi amidst the thunderous applause from the audience said that this is a historic victory for the party as despite securing an absolute majority in Himachal Pradesh, the committed workers of BJP of Gujarat have made the 5th time successive victory possible.

This is no ordinary achievement but a historic win for the fifth time in succession which is an extraordinary incident for the news analysts and political pundits of the country, said Modi. This is a victory of outstanding nature as it’s a 12th victory in succession in the state’s BJP election since 1998 whether they were the elections of parliament or state legislature. Prime minister Narendra Modi was addressing hundreds of enthusiatic party workers and leaders after the dual victory of BJP in Gujarat and Himachal Pradesh at the party headquarter in New Delhi. Addressing eloquently, Modi passed a taunt to his opponents saying : whether you like the BJP or not but kindly do not derail the development of the nation and the spirit of cooperative competitive federalism being promoted and carried forward by his government.

He emphatically said that infinite conspiracies and planning were made by his political opponents in Gujarat with a single desperate aim to dethrone the BJP government and belittle Modi but all in vain. He said, while every party can have their differing views and ideologies but the opposition of the country should also have the guts and morality to accept their respective defeats on the developmental plank instead of expressing their frustration through unacceptable and demoralising statements.

Though prime minister Narendra Modi had specifically said that he is not for the criticism of his opponents but he lost no opportunity in strongly criticizing Congress president Rahul Gandhi and others without mentioning their names. Extremely jubilant and hilarious Narendra Modi has confined his entire speech on developmental plank and reforms and ensured that come what may, he and his government would continue to relentlessly move forward in continuing the unabated reforms and development giving an unambiguous hint that 2019 elections would also be in his and the BJP’s favour.

Prime minister Narendra Modi especially emphasised on the middle class of the country saying that their expectations has tremendously enhanced due to the worh culture and achievements of his government on various fronts and that he and his government will leave no stone unturned to come true to their expectations. Modi repeatedly expressed his gratitude towards the electorates of Gujarat for the party’s fifth consecutive victory at the hustings and mentioned Himachal Pradesh only once in his entire speech of more than half an hour amidst tremendous applause and the chantings of Modi, Modi. It may be recalled that in Gujarat the BJP secured 99 seats and Congress 99 whereas in Himachal the former got 44 and Congress merely 21.

A trend is gaining ground in Uttarakhand that its politicians at the helm of affairs like the chief minister and minister at the centre hailing from Uttarakhand are now endeavoring to seek the knowledge and expertise support from the Uttarakhand origin bureaucrats and senior officers working at the centre and in the states so as to ensure their active participation in the development of the 17 year old state.

Though the general perception about the people, intellectuals and media of Uttarakhand is that the state has despite witnessing development has failed on several fronts thus not able to deliver during the last more than one and a half decade. However, despite a whopping fiscal deficit of about 42 thousand crores and migration of 32 lakh people in the absense of the decentralised socio economic development a recent report of the Niti Ayog etc has painted a very rosy picture of the state recognising it touching develoomental heights on various fronts including the per capita income going to 1 lakh 42 thousand quite ahead of many developed states.

However, the report despite having been claimed as extremely authentic could not prove successful in convincing the general masses of the grass roots who are still devoid of good education, basic health facilities, agricultural upgradation and employment avenues. On several other fronts like industrial and agricultural development the state still lacks behind despite the rosy pictures of the central agency’s report. There had been voices raised time and again that the successive governments have never taken the experts, specialists, scientists, bureaucrats and technological hands of Uttarakhand working elsewhere to shape the destiny of the Himalayan state.

As such now a trend is on the move under which the state chief minister, MPs anf minister at the centre from Uttarakhand are calling meetings of such personalities and seriously deliberating on variius aspects of the develooment of the hill state. Recently two weeks ago the state chief minister Trivendra Singh Rawat has convened an ostentacious even at his official residence in Dehradun in which several luminiaries like PM’s Secretary Mr. Khulbe, Chairman Railway Board Ashwani Lohani, Coast Guard Chief Rajendra Singh, the Chairman of the Central Board of Film Certification Punya Prasun Joshi, the India Army Chief General Vipin Rawat and several other senior bureaucrats participated and addressed the august gathering accquainting them of their pivotal views and suggestions as to how could the 17 year old state prosper economically and migration from villages to cities stopped forthwith.

Similarly, today the union minister of state for textiles Ajay Tamta and the former Chief minister of Uttarakhand Bhagat Singh Koshiyari convened a meeting of the senior bureaucrats and experts at his official residence 1, Jantar Mantar Road and deliberated upon various burning issues of significance pertaining to Uttarakhand’s development. The Secretary to Prime Minister Modi Bhaskar Khulbe presided over the meet. The meeting which laster for more than two hours deliberated in depth and resolved to meet repeatedly with more participation of senior officers, experts of various fields and bureaucrats whose valuable suggestions and inputs can help in the over all development of the state and improving the lot of the people through socio economic, agricultural, industrial development and providing employment to the educated and illeterate youth including improvisibg the lot of women who is the most suffering section of the society. While the initiatives of UK CM Trivendra Rawat , union minister Ajay Tamta and member of Parliament Ajay Tamta deserves to be lauded and complimented but it still remains to be seen whether such parleys and interactions really accompany fruits of development and employment generation to the Himalayan state or just used to derive political benefit for their governments at the centre and the state.

However, let’s hope for the best and be positive to foresee constructive credible outcomes of such moves. RAIBAAR though a great event was criticized by the media of Uttarakhand terming it as an ostantacious show organised to derive merely political advantage for the party and the government as bureaucrats in the ruling party at the centre were called and prominent social, sr journalists, thinkers, social scientists and environmentalists of repute having diverse but healthy views on the subject that dosen’t suit the state government were pre strategically left out revealed the sources. A news in some leading papers of Uttarakhand these days have created lots of controversy in the social networking site, especially the face book with majority of the FB users and those concerned about the socio economic condition of Uttarakhand giving their negative views, ridiculing and questioning the official survey carried out by the economic advisory council and Niti Ayog according UTTARAKHAND a status of an extremely prosperous fourth state of the country after KERALA, HIMACHAL AND TAMILNADU thus, even leaving behind the prosperous states of Punjab, Delhi, Karnataka, Haryana and Gujarat.

According to a news published in the Dehradun edition of Amar Ujala, a well read national Hindi Daily having the number one status in entire Uttarakhand, the seventeen year old state has progressed by leaps and bounds from 2005 to 2016 when both the BJP and Congress ruled this state which has been procured after tremendous protracted struggle and laying down of 46 precious lives of Uttrakhand Andolankaries that included women n men including young and old aged.

The survey carried out on behalf of Neeti Ayog and National Economic Council by INSTITUTE OF COMPETITIVENESS says that the Bihar state currently ruled by Nitish Kumar and BJP combined is the most backward state in terms of social development. While Uttarakhand’s development score has been rated as 64.23, the Bihar’s score on the development index is merely 44.89 whereas the neighbouring state UP’s score is 50.96 slightly above Bihar. The other three states Kerala has the score of 68.9 while Himachal Pradesh carries 65.39 percentage.

What is surprising about this survey is, it gives Uttarakhand 67.58 points on providing basic facilities, 44.80 points on giving sustenance/ survival through basic medical treatments, 78.04 points on cleanliness and drinking water facilities, 76.21 on providing shelter,66.42 for fantastic life style and basic( facilities) elements, 78.60 for enhancing basic knowledge and education, 88.99 health welfare and development, 57.16 for quality enhancement etc etc. WOW. Sounds interesting indeed that it puts Uttarakhand even far ahead of the state of Gujarat where the honourable prime minister has ruled as CM for a long stint and the world knows how speedily and credibly the state has progressed in terms of industrial development compared to almost all the states of the country.

We don’t deny that Uttarakhand hasn’t developed but the way statistics on different subjects have been placed with excessive exaggeration makes everybody doubtful about the credibility of the survey. Even a laymen knows that Gujarat today is on the topmost pedestal as far as its over all development is concerned and keeping it far behind on the survey sounds illogical. Moreover, its a well known fact that Uttarakhand is running a fiscal deficit of more than 40 thousand crores with 32 lakh people having migrated to plains in the search of better life options like health, educational and health facilities.

The condition of schools and health centres and hospitals are in disarray and villages becoming devoid of population with special emphasis being laid on sale of liquor to generate 2000 crores annually apart from other sources. In fact Uttarakhand does not have its own, much resources to generate enough budget to develop itself and is largely dependent on the Centre and other international agencies, economically, to cope with the situation temperority with its economic deficit multiplying further to shocking levels.

Uttarakhand is undoubtedly quite better and ahead in terms of intellectuality and knowledge despite dearth of quality education but its credit goes to its students than to the succesive governments. Any state that prospers socio economically will never have such a staggering fiscal deficit increasing every year but will rather generate enough finances n revenue, not only to cover its fiscal deficit but would also strive hard to convert it into a profit oriented state. Moreover a state where new born are taking birth on swinging bridges due to complacense of doctors and bereft of hospitals and equipments and peoole leaving their villages due to paucity of drinking water and schools claiming appreciation on these fronts is not only hypocritical but befooling the people of the state. This amounts to direct deciet to peoples’ trust and faith who had elected a government with resounding majority. Anyways, let’s feel good about this survey and hope our present political dispensation makes this survey a reality than making Uttarakhandies believe it as a survey unbelivable.

Exaggerated figures. Road conditions are bad, no proper sanitation, polluted water in rivers ,standard of education in undergraduateand PG is very poor, no fully equipped and specialised hospitals. Youth running out of hills for employment. Poor selling female child. How come these progress datas figure out?

The Government of Utrakkhand has a full-fledged department for doing publicity of the good work done by the Government of Utarakhand.
These officials have liaison with different agencies including media to publicise this, so it is their duty to show government in positive light irrespective of what the government is doing or not doing for the people of the State of Uttrakhand. ARUN KUMAR SHAH

The survey appears to be highly superfluous . Things will overwhelmigly improve on all counts prvided strict probhition is clamped down through out the state and also strick check is made on production and sale of supirious and illicit liquor. This indeed will put to a end to the popular saying “Surya ast phaad mast” . Once this sydrom comes to an end the popular perception that “phaad ka paani aur phaad ki jwani kabhi phaad ke kaam nahi aati” will cease to exist This evoirment consequently will open an unique era of all round development in the state and open new overwhelmig avenues of livelihood theeby putting an end to the well kown problem of migration of youths from the hills to plains.
